Nineteen of Medvedev's twenty-one titles have been earned on hard surfaces
A resurgent Medvedev won his first championship for over two years with success over opponent Moutet in the competition final.
The Russian, a ex- world number one, has had a torrid period, achieving just a single victory at the major tournaments and suffering a difficult moment at the US Open.
Medvedev's inconsistency on the tennis tour - and struggles with his serve in specific - resulted in him exiting of the world's top 10 and eventually splitting with former coach Cervara.
Presently working with Johansson and Goetzke, he has gradually improved in the recent weeks - peaking in a hard-fought three-set win over Frenchman Moutet.
This represents Medvedev's initial title since the Rome competition and initial on a hard court after March of that year.
Success also indicates the Russian has achieved twenty-one championships at twenty-one different competitions.
"It's the first time I have attended a event with my both daughters together, so to secure a championship is particularly special," said tennis professional Medvedev.
"This championship is in dedication of my second daughter my daughter, because the first title I achieved when my older daughter Alisa was delivered was for her."
The athlete, the 2021 US Open champion, had failed in his last six title deciders, featuring in that event in the past months.
The player's defensive approach and recurring reactions on the tennis court had prompted some to wonder if his ability to play at the top level was over.
However the player has implemented adjustments in the last few weeks, making an effort to advance forward and play positively, backed up by an enhanced serve.
Medvedev recovered from a break down in the first set against the difficult Moutet, winning four of the final five points to gain the advantage.
The pair swapped breaks in the middle set before Moutet, striving for his maiden tour championship, seized the initiative to force a decider.
Moutet saved four early-game opportunities in a competitive third set before the Russian broke to fifteen to secure the win.
Suitably, Medvedev earned the win with a rally at the net, with Moutet unable to handle a volley after a lengthy match.
